The Human Resources (HR) Office in the Department of State Dar es Salaam manages the Employment Program for all agencies represented in the Mission.

General Information on Recruitment


Applicants for employment must be at least 18 years of age. Based on local prevailing practice, the Mission has also established a mandatory retirement age of 60 for any employee covered by the Local Compensation and Benefits Plan. Such employees over age 60 cannot be covered by the Mission’s pension and risk benefits programs.
The Selection Process
  1. Short listing and interviews are normally completed within six weeksof the closing date. Please assume that your application has been unsuccessful if you have not heard from us within six weeks of the closing date.
  2. We will indicate on our vacancy announcement any job requirement which may require testing before final short-listing is completed and interviews are scheduled. You will be required to come to one of our HR Offices (depending on the location of the job) in person for testing.
  3. If the interview panel determines that you are the best person for the job, your previous employers will be contacted and asked to provide employment references for you prior to a conditional offer of employment being made.
  4. If you are not successful in the interview process, please be advised that we are unable to provide feedback to you about your interview.
Employment Offers
  1. If you are selected for a position with the Mission, you will receive a conditional offer of employment which includes a breakdown of the salary and benefits offered as well as general information about terms and conditions of employment. After you accept our conditional offer, no changes can be made at a later time to the salary and benefits package. After acceptance of the conditional offer, you will be provided with medical and security forms which must be completed within five work days and returned to the HR Office
  2. Candidates should never resign from their current employment until they receive a final offer from HR. The final offer letter means that you have successfully completed the medical and security clearance requirements.

 Help Ethiopia Address the Low Performance of TB(HEAL TB)  Project that will provide a comprehensive package of TB interventions to provide: quality DOTS, strengthened referral linkages to the community, technical assistance to the regional health bureaus (RHB) and Health Zones to improve program management of TB and MDR-TB, TB/HIV collaboration, and Health System Strengthening (HSS) by assisting with District (Woreda) Based Planning, institution of infection control, improved drug supply management, and CB-DOTS implemented in rural and urban areas through the health extension program (HEP).
 OVERALL RESPONSIBILITIES:
The site engineers will be based in the 4 sites mentioned above and will be responsible for all site supervisor activities including quality monitoring of the contractors work, cost management, time management and documentation of construction activities of the MDR TB treatment centers located in the above mentioned towns hospitals. The site engineers are responsible to make sure that the works are being executed as per the design drawings, specification standards, and all contract documents are implemented.
 SPECIFIC RESPONSIBILITIES:
  • Ensure that the works on the site are being undertaken according to the design drawings and specifications, starting from setting out to provisional acceptance of the projects
  • Ensure that the works are being executed as per the agreed schedule
  • Quality control of the construction materials, work methods and workmanship on daily bases as per the MSH Quality Assurance Manual for Construction
  • Sampling and testing of materials together with the contractor
  • Follow up to make sure that the costs are within the budget
  • Documentation of daily progress records, submittals and all relevant documents
  • Cooperate with USAID/Quality Management  engineers on the quality control process
  • Enforce implementation of Health and Safety and Environmental Management Monitoring Plan (EMMP) procedures
  • Proactively follow up on the progress, risks and advantages on the site and report to  project engineer for early decisions to avoid delays, and cost overruns
  • Notify the project engineer of any necessary design changes or technical questions
  • Taking quantity take off measurements on daily bases
  • Checking payment certificates and send for further approval
  •  Liaising with the hospital & the contractor and solve problems
  • Preparing reports as needed
  • Organize and lead site progress meetings and distribute minutes of meetings
  • Perform other duties as required.
REPORTS TO:  Project Engineer
Duration of Employment:  11 months
Job Requirements
QUALIFICATIONS:
  • BSc in Civil engineering from a recognized university. 
  • Bachelor’s and 4-6 years or Master’s and 2-4 years of relevant experience as site engineer on construction projects.
  • Proficiency in Microsoft Word, Excel and Engineering software such as MS project, Auto CAD and SAP2000
  • Fluency in Amharic and English languages
  • Willingness to work station permanently in the above mentioned towns.
